How to participate

Usually the plan preparation process has three stages: the stage, when the plan becomes pending; the stage when the plan is drafted, and finally, the proposal stage. The parties concerned may submit an opinion or objection. The parties concerned mean for instance: land owners and residents in the area under land-use planning; persons or communities whose circumstances may be affected by the plan; or authorities and entities whose line of business the plan relates to.

In minor alterations to the detailed plan, the first two stages, when the plan becomes pending and the plan is drafted, may be combined, hence requiring only two stages for the planning work.

Planning documentation is available on the town website and Town Hall planning office at Keskuskuja 6. Any public notices in relation to land use planning are published on the town website, Town Hall notice board and Koillissanomat and Koillismaan uutiset newspapers.

Submit an opinion or objection while the public notice of land use plans is on display either by email at kirjaamo@kuusamo.fi or by letter to Yhdyskuntatekniikka/Kaavoitus, Keskuskuja 6, PL 9, 93601 Kuusamo

  • The first time a plan is being prepared, a public notice will be given at the initial stage. In addition to a public notice, land owners in the respective land-use planning area will be notified by letter, too. Non-resident land owners will also be notified by letter. At the initial stage, participation and assessment scheme will be put on display for 30 days. If necessary, a public event will be arranged for the presentation of the participation and assessment scheme.

    The parties concerned can submit a statement of their opinion or objection to the participation and assessment scheme while it is on display.

  • Drafting is the second stage of land-use planning. At the drafting stage, a planning draft will be prepared together with a draft plan description. In addition to drafting, this stage includes also investigations and clarifications. Once the draft and draft description are completed, they will be put on display for 30 days. A public notice is given of the display and similar notifications carried out as at the first stage, when the plan becomes pending. If necessary, a public event will be arranged for the presentation of the planning draft.

    The parties concerned can submit their opinions about the draft while it is on display.

  • At the proposal stage, a proposal plan will be prepared and put on display together with a description. A proposal for a plan will be on display for 30 days. A public notice will be given of the display in newspapers and the Town notice board. The land owners will be posted respective letters.

    The parties concerned can submit their objection while the proposal is on display.

  • Following every display, the statements of opinion will be processed. Responses to the opinions will be drawn up and appended to the description.

    Responses to the objections submitted during the proposal stages will be prepared for the urban infrastructure committee. The urban infrastructure committee will discuss the responses in their meetings. If the objections cause considerable amendments and modifications to the plan proposal, the proposal will be put on display again.

  • Following the proposal stage display, the plan will be submitted to the urban infrastructure committee for finalisation. Most significant projects will continue via the town  board to the town council for finalisation.

    If the plan is approved, a 30 day appeal period starts. The parties concerned and local residents can submit an appeal against the decision of a municipal authority to the North Ostrobothnia Administrative Court. The administrative court usually processes land-use planning related cases in about a year. If the administrative court dismisses the appeals, the town will give a public notice about the finalisation of the plan.

    If no appeals are lodged with the administrative court, the town will give a public notice about the finalisation of the plan. Once the plan is in force, building permits may be granted and the implementation of the planning area started.
