Parents of the children under school age have the option of choosing between various services within early childhood education and care:
- municipal early childhood education and care either in the day care centre for children, in a family-based day care with a child minder or open services within early childhood education and care
- private services within early childhood education and care in the day care centres for children
Pre-primary education is provided one year before the beginning of compulsory education. It is obligatory and a person who has custody of the child must ensure that the child participates in pre-primary education or in other activities within pre-primary education that achieve the set objectives.
